Joint Programme published 3 guidebooks to facilitate the enforcement of court decisions, international legal cooperation and freedom of expression in MoldovaFrom early 2010 Joint Programme between the Council of Europe and the European Commssion on Increased independence, transparency and efficiency of the justice system of the Republic of Moldova has published three guidelines to bring the national standards in various fields of domestic justice closer to the relevant European practice. Today the Republic of Moldova faces a vexed problem of efficient enforcement of court decisions, hence the Commentary to the Enforcement Code of the Republic of Moldova. Book I: Enforcement of civil judgements. The Commentary, a pioneering publication in the national legal literature, can be useful both for practicians like judges, lawyers and bailiffs, and theoreticians, like university professors, law students and others. The authors analysed article by article Book I of the Enforcement Code, aiming primarily at interpretation from doctrinal and practical point of view of respective provisions and offering solutions for the controversary issues of the domestic enforcement proceedings.
The second publication is the Guide for judges and journalists on freedom of expression and access to information, which seeks to explain how freedom of expression should be protected and the important role played by the domestic judiciary in ensuring this protection. This publication takes into consideration concerns raised by court rulings against journalists and consequent findings of a violation of Article 10 of the European Convention of Human Rights in cases brought in front of Strasbourg Court against the Republic of Moldova. In the context of developing international legal assistance and aiming at legal harmonization and justice administration in accordance with the European standards, Republic of Moldova has expressed its continuous desire to advance its relations of international cooperation with other states in order to contribute to mutual exchange between the states and to the protection of human rights and fundamental freedoms. To this end, the third publication produced with the assistance of the Joint Programme is the Handbook on international legal cooperation, a bilingual publication (state language and English) that provides useful information covering main aspects of cooperation and assistance in civil and criminal matters between the Republic of Moldova and other states, based on multilateral conventions, bilateral agreements and other international treaties in the field of international legal cooperation, to which Moldova is part.
