Chisinau, 23 November 2011 - The Joint Programme between the Council of Europe and the European Union “Democracy Support in Moldova” in co-operation with the Police Academy “Stefan cel Mare” organised training seminars on community policing for traffic police officers and patrol officers.
On 22-23 November 2011 six teachers of the Police Academy “Stefan cel Mare”, trained within the framework of the training of trainers seminar on community policing in October 2011, delivered trainings on this subject matter to about sixty traffic police officers and patrol officers. These trainings aimed at making the police officers understand that the partnership approach to policing should be used in identifying and solving community issues. During the seminars real life case studies have been analysed for the purpose of showing how the police and the community should work in order to solve problems related to criminality, public disorder, safety and to improve the quality of life of each member of the society. The police-public partnership approach builds the community trust and confidence in the police service, which in turn leads to an increase in community intelligence and crime reduction.

Congress visit to monitor local and regional democracy in Moldova
Strasbourg, 23.11.2011 - The Congress of Local and Regional Authorities of the Council of Europe is carrying out a monitoring visit, from 23 to 25 November 2011, to evaluate the situation of local and regional democracy in Moldova. This is the second stage in the monitoring process, which was launched by a first visit in early September 2011. The Congress rapporteurs, Mr Francis LEC (SOC, France) and Mr Ignacio SANCHEZ-AMOR (SOC, Spain) will examine the honouring of commitments entered into by Moldova with regard to local and regional self-government, in the light of the country's ratification of the European Charter of Local Self-Government in October 1997.
A number of meetings will take place, notably with representatives of the Ministry of Foreign Affairs and European Integration, with the Presidents of the Court of Accounts, Serafim URECHEAN, of the Constitutional Court, Alexandru TANASE, and of the Central Electoral Commission, Iurie CIOCAN, as well as with the Deputy Speaker of Parliament, Liliana PALIHOVICIET, and representatives of the Ombudsman's office.

Consultaţii Publice pe marginea Planului de Acţiuni pentru implementarea Strategiei de Reformare în Sectorului Justiţiei
Chişinău, 16 noiembrie 2011 - Programul Comun al Consiliului Europei şi a uniunii Europene „Susţinerea Democraţiei în Moldova” în cooperare cu Ministerul Justiţiei al Republicii Moldova a organizat Consultaţii Publice asupra proiectului Planului de Acţiuni pentru implementarea Strategiei de Reformare în Sectorului Justiţiei 2011 – 2016.
Ministrul Justiţiei, dl Oleg Efrim a subliniat, în cadrul discursului său de deschidere, că scopul Strategiei este de a edifica un sistem de justiţie accesibil, eficient, independent, transparent, profesionist şi responsabil faţă de societate, care să corespundă standardelor europene, să asigure supremaţia legii şi respectarea drepturilor omului. Dl. Dirk Lorenz, Ofiţer politic al Delegaţiei Uniunii Europene în Moldova a remarcat importanţa documentului discutat, precum şi a evidenţiat necesitatea elaborării unui mecanism de coordonare adecvat pentru implementarea reformei. El de asemenea şi-a exprimat speranţa că procesele politice din ţară nu vor afecta implementarea reformei. Dl. Ghenadie Barbă, Şeful adjunct al Oficiului Consiliului Europei la Chişinău de asemenea a accentuat importanţa unui mecanism de coordonare pentru implementarea reformei şi a sugerat semnarea unui acord instituţional între toţi actorii implicaţi în reformă, fapt care ar asigura o împărţire potrivită a rolurilor şi responsabilităţilor în cadrul implementării reformei.

7 November, Strasbourg – Committee of Ministers chairmanship transferred today from Ukraine to the United Kingdom. The meeting of the Ministers’ Deputies today reviewed the Ukrainian chairmanship and looked at United Kingdom priorities for the coming six months.
