Public Consultation on the Draft Action Plan to implement the Strategy of Justice Sector Reform 2011-2016
Chisinau, 16 November 2011 - The Joint Programme between the Council of Europe and the European Union “Democracy Support Programme in Moldova” in co-operation with the Ministry of Justice of the Republic of Moldova organised the Public Consultation on the Draft Action Plan to implement the Strategy of Justice Sector Reform 2011 – 2016
In his opening speech the Minister of Justice, Mr. Oleg Efrim underlined that the purpose of this Strategy is to build an accessible, efficient, independent, transparent, professional and responsible to society justice system, which would correspond to the European standards, ensure the rule of law and respect for human rights. Mr. Dirk Lorenz, the Political Officer for the EU Delegation in Moldova noted the importance of the debated document and stressed that a proper coordination mechanism for implementation of the reform would be of an utmost importance. He also expressed the hope that the political processes in the country will not endanger the implementation of the reform. Mr. Ghenadie Barba, the Deputy Head of the Council of Europe Office in Moldova also emphasised the importance of a coordination mechanism to implement the reform and suggested the signing of an institutional agreement among the reform stakeholders which would ensure a proper distribution of roles and responsibilities in the framework of the reform implementation.
The representatives of the working group responsible for the elaboration the draft Action Plan presented the areas of specific intervention and measures to be taken within each of the 7 Pillars of the Strategy. Participants exchanged their views on the proposed measures and made the first proposals and suggestions to the Draft Action Plan. Mr. Dovydas Vitkautkas, CoE expert, presented his first comments on the Draft Action Plan, two written expertises on the draft Action Plan will be developed and will be submitted to the Ministry of Justice shortly.
During the event the Assessment Report on Coordination and Management Mechanisms for Justice Sector Reform in Moldova which was recently delivered by the CoE expert Mr. Thomas Thomsen was presented to the participants.
