Peer Review Exercise on Decentralization Reform in Moldova
The Centre of Expertise for Local Government Reform (CELGR) of the Council of Europe (CoE) made public the Peer Review Team Report: Peer Review Exercise on Decentralization Reform in Moldova, compiled following a Peer Review mission to Chisinau on 3-6 March 2014 upon invitation of the Moldovan Government. The exercise can be perceived as linked to the adoption by the Committee of Ministers of the Council of Europe in agreement with the Moldovan authorities of a Council of Europe Action Plan to support Democratic Reforms in the Republic of Moldova in November 2013.
The report seeks to provide a general appraisal of the political and technical aspects of the situation with regards to the National Decentralization Strategy as encountered by the Peer Review Team and to convey issues and suggestions that the Peer Review Team deems relevant for the Government to take into consideration. This report has been compiled and approved by the Centre of Expertise for Local Government Reform of the Council of Europe on the basis of exchanges and contributions from all members of the Peer Review Team, including the mission Rapporteur, Mr. Lorenzo Allio.
