Call for applications for the next Forum which will take place in Yerevan, Armenia, from 19 to 20 October 2010
The Council of Europe is calling for applications for the annual session of its Forum for the Future of Democracy, the main theme of which is "European Democracy in the 21st century – Principles and Challenges".

Joint Programme publishes a Guide and Leaflet on State Guaranteed Legal Aid for free distribution among relevant institutions and field specialists
On 15 April 2010 the Joint Programme between the Council of Europe and the European Commission on Increased independence, transparency and efficiency of the justice system of the Republic of Moldova released the publication of the Guide and leaflet on State Guaranteed Legal Aid with the purpose to support the new system of free legal aid recently established in the Republic of Moldova.
The state guaranteed legal aid stands for the delivery of legal services from public money to citizens who do no have enough financial resources and cannot afford to cover such services. It is delivered to all citizens of the Republic of Moldova under the law.
Joint Programme published 3 guidebooks to facilitate the enforcement of court decisions, international legal cooperation and freedom of expression in Moldova
From early 2010 Joint Programme between the Council of Europe and the European Commssion on Increased independence, transparency and efficiency of the justice system of the Republic of Moldova has published three guidelines to bring the national standards in various fields of domestic justice closer to the relevant European practice.
Today the Republic of Moldova faces a vexed problem of efficient enforcement of court decisions, hence the Commentary to the Enforcement Code of the Republic of Moldova. Book I: Enforcement of civil judgements. The Commentary, a pioneering publication in the national legal literature, can be useful both for practicians like judges, lawyers and bailiffs, and theoreticians, like university professors, law students and others. The authors analysed article by article Book I of the Enforcement Code, aiming primarily at interpretation from doctrinal and practical point of view of respective provisions and offering solutions for the controversary issues of the domestic enforcement proceedings.
Tax: Signature of revised OECD / Council of Europe treaty

Description: The OECD and the Council of Europe have recently agreed on a protocol amending the Convention on Mutual Administrative Assistance in Tax Matters for which the two organisations are the custodians. The text aims to help governments better enforce their tax laws and combat cross-border tax evasion.
The protocol will be opened for signature on 27 May in a side event of OECD’s annual Ministerial Meeting, in the presence of the OECD Secretary General Angel Gurría and the Council of Europe Deputy Secretary General Maud de Boer-Buquicchio. Twelve countries have announced their intention to sign the protocol on 27 May: Belgium, Denmark, Finland, France, Iceland, Italy, Netherlands, Norway, Sweden, Ukraine, United Kingdom and United States. Another four have announced their intention to sign both the convention and the protocol: Korea, Mexico, Portugal and Slovenia.
Joint Programme between the Council of Europe and the European Commission on Increased independence, transparency and efficiency of the justice system of the Republic of Moldova donates equipment to the Superior Council of Prosecutors
On 25 May 2010 Joint Programme between the Council of Europe and the European Commission on Increased independence, transparency and efficiency of the justice system of the Republic of Moldova donated technical equipment worth almost 10 000 Euro to the Superior Council of Prosecutors (hereinafter “SCP”) aiming at ensuring the proper functioning of the mentioned institution. Despite that SCP is a self-administration body of prosecutors, for the time being it has neither a separate budget nor technical facilities for operating in optimal working conditions for its members and its secretariat. Therefore, the President of SCP, Iurie Garaba, and the Prosecutor General of the Republic of Moldova, Valeriu Zubco, requested assistance of the Joint Programme relating to the provision of technical equipment for SCP.
